Origin & Usage
Part of the original "ten-code" system developed by Illinois State Police communications director Charles Hopper around 1937–1940 to standardize radio chatter. CB radio mass-adopted them in the '60s and '70s; the 1975 hit "Convoy" and the TV show Adam-12 cemented 10-4 in pop culture.

Why 10-4 and not just "yes"?
Early police radios had a beat of dead air before voice came through, so dispatchers prefixed everything with "10-" to make sure the actual code wasn't clipped. The system stuck even after the tech got better.
