Catch-all CB term for law enforcement. Spawns a whole bestiary: 'plain bear' (unmarked car), 'bear in the air' (police helicopter or spotter plane), 'bear bite' (speeding ticket), 'bear cave' (police station), 'mama bear' (female officer), 'baby bear' (rookie).
Gay-scene sense: a larger, hairier, traditionally masculine gay or bi man. Whole subculture with its own flag, events, and sub-types (cub, otter, daddy bear).
A larger, hairier, typically masculine-presenting gay man — beard, body hair, often a bigger build. More than a body type, it's a whole community with its own bars, runs, flags and pride. The bear scene celebrates the men the twink-obsessed mainstream sidelined.

CB usage piggybacks on 'Smokey Bear' — once troopers were Smokeys, all cops became bears by extension. Took off during the 1970s CB boom alongside the 55 mph national speed limit.
