A panic — sudden chaos on station.
Definitions
A sudden state of panic, alarm, or disorganised urgency. The squadron's just been scrambled, the CO wants everyone in the mess now, nobody knows what's going on — that's a flap.
To be 'in a flap' or 'flapping': losing your composure, getting visibly stressed. The opposite of the prized RAF cool.
